The war party, headed by Army leader Tojo, included fanatical military members, believed that Japans empire should cover all the islands of the pacific and were responsible for the attack on the navy base in Pearl Harbor.(McManus) On different ocassions, the Japanese hinted their interest in peace negotiations through different channels. They contacted the British after the the Battle of Midway with a message from the Japanese foreign minister Togo. The message said that the Japanese was ready to be helpful if the British Government was willing to talk.(McManus 2) In the United States, Army chief of Staff George M arshall wanted to continue fighting and did not want to hear of any peace or surrender talks. He believed in a full-scale invasion of Japan. President Roosevelt was greatly influenced by George Marshall.(McManus 3) To talk about peace with Japan was a difficult matter. Because Japan was divided into two separate groups, it was important to come to a clear agreement to not give the war party any motives to overthrow the government and take the war farther than it should.(Howarth 216) In July 1945, after the Germans had been defeated, the Big Three, Winston Churchill, Josef Stalin and President Roosevelt got together in the Postdam Conference, they agreed with the decision of giving Japan unconditional surrender. The paper treats these traps as being caused by certain acquired traits, and where t he traits acquired depends the kind of environment in which the youths resides, the ability of their parents to guide them, the kind of peers they spend time with, access to various social facilities and also at some level economic status of the families where this youths belong.Delinquency is a terminology which is used to explain the behavior of the children and the adolescents that is likely to be judged in the criminal law among the adults. The age for the crime to be grouped under delinquency normally vary from one state to other and   the age limit vary from 14 years to 21 years in some states, although the some states the the age group 16-20 years is considered as adults in some states.The age group of 16-21 is perceives to be the age group which the worst delinquency crimes, where theft is the most committed crime. Rape is common in the late adolescent age. The reasons that lead to the youths   into such crimes can be explained by the varied psychological, social and eco nomic factors.
